the gettext-base package installs the file gettext.sh into the /usr/bin/ directory. The file looks like a shell script first, but it has the executable bit not set and starts with the line #! /bin/false Therefore the file is not executable and should not be installed in /usr/bin/. I guess a good place for it would be /usr/share/gettext-base/examples/ if it is unused or /usr/share/gettext-base in case it is used by some other part of the gettext framework.
