I could successfully move all my icons from the lower bar to the upper
bar by 1/ launching the toolbar editor, 2/ dragging the icons from the
lower toolbar to the right of the upper toolbar, then the toolbar
disappears.
Do you have accessibility enabled in your GNOME preferences?
