I think it should be:
install wcfxs /sbin/modprobe -i wcfxs; /usr/sbin/ztcfg
install wcfxsusb /sbin/modprobe -i wcfxsusb; /usr/sbin/ztcfg
install torisa /sbin/modprobe -i torisa; /usr/sbin/ztcfg
install tor2 /sbin/modprobe -i tor2; /usr/sbin/ztcfg
install wcfxo /sbin/modprobe -i wcfxo; /usr/sbin/ztcfg
install wct1xxp /sbin/modprobe -i wct1xxp; /usr/sbin/ztcfg

man modprobe.conf says:
"This is the most powerful primitive in modprobe.conf: it tells modprobe to run your command instead of inserting the module in the kernel as normal.". Notice the "instead" part.
