hmm, it didn't do that for me, possibly because I had (gnuserv-start) at the end of .emacs. I've now removed that and it does open a new frame. However if you tell dtemacs to evaluate some code that calls yes-or-no-p then the question is asked in the minimised frame, so you have to unminimise that.
