It seems that systemd-rc-local-generator was removed from the systemd
generators.
$ dpkg -S /usr/lib/systemd/system-generators/systemd-rc-local-generator
dpkg-query: no path found matching pattern
/usr/lib/systemd/system-generators/systemd-rc-local-generator
Can you confirm this? How can I get back this file?
I am using Debian forky/sid.

It was long announced that systemd 260 will drop the sysv support
code, incl. the rc-local-generator; this has happened in upstream commit
