Hi,

it would be nice if libedit provided an implementation for
append_history() so concurrent uses won't overwrite each other's
history.

The concrete use case is PostgreSQL's psql history file:

Fixed in 3.1-20180525-1, and in fact this symbol was how I discovered
#911341.
