Yes, it can, has done for as long as I've been around (though admittedly that's only a few years). The Sources file remains empty, but the .dsc etc get put in the pool alongside the .deb; see, for example silo[1]. One day I (or someone else) will finish dak-for-ports so we can have non-empty Sources files and use deb-src, among other things...
