Absolutely agree, since nobody had time to get DTrace working yet, but trying this in the meantime could potentially give us some new functionality. I assumed k-k-h must stop providing this file, and then systemtap-sdt-dev define a Breaks: on older versions of k-k-h. After that they can be installed together.
