I'll commit fixes for this soon. It just needs to omit the --pidfile which isn't really there. Also when rpc.lockd is fixed its initscript may have the same problem. The nfsd initscript hangs too, for the reason above, and also because it uses the wrong signal. According to the manpage it must be killed using signal USR1, not TERM.
