Right. The problem seems to be that apt-cdrom-setup is not loaded at all, even though this is a CD-based installation. Result of that is that a template that should be available does not exist. My guess is that this is a bug in anna due to fact that you are installing in lowmem. As apt-cdrom-setup is requested through "anna-install" in cdrom-detect, it definitely should be getting installed.
