I've reverted this as adding an "empty" changelog entry makes console-setup show up as an unreleased package in D-I RM overviews (e.g. in the output of the list-unreleased command). There's also not much need to do this if you use 'dch' (debchange) with DEBCHANGE_RELEASE_HEURISTIC=changelog set in your ~/.devscripts as that will then automatically open a new UNRELEASED entry if one is needed.
