On IRC Riku gave the answer: openssh is simply not in testing yet, so this is just an "armel is still a toddler and may sometimes fall down while learning to walk" issue. I agree that D-I could warn when required packages cannot be installed, but that is ATM simply not a feature supported by apt-install. It is something that was recently discussed in this very same BR and some ideas were offered, so it may well be added at some point.
