This is possible with current images, just tell the person booting the image to start the image with the following boot parameter: install modules=network-console Indeed this is not as flexible as you'd want (there is a default username and password for the installer user), but OTOH, if you want to (AFAICT, you do) you can prepare a custom image[1] that has this module active by default and also can change the default username and password.
