I have just committed a patch that adds back support for FTP, but without 
mirror selection from a list. I.e. the mirror must always be entered 
manually.
Because the ftp mirror list itself and the templates to select country and 
mirror do not need to be included, the size increase for the udeb is 
relatively limited: ~60kB (uncompressed) for the templates file. 
According to the changelog, disabling FTP saved "hundreds of K", so this 
increase seems acceptable (and hopefully won't break floppies).

However, the question will not be asked at default priority as HTTP is a 
sane default for almost all installs. The question will be asked during 
expert installs.

It is also possible to force the protocol to FTP by passing "protocol=ftp" 
at the boot prompt.

P.S. The size increase could be reduced to zero by dropping the split 
between the two protocols for some questions. There seems to be no real 
reason why the templates for hostname, directory and proxy need to be 
split for the protocols. This is a post-Etch change though.
