I just installed using the daily business image and the installer still assumes
the hardware clock is set to UTC. I'm in CET, so the time is one hour ahead.

The installer has some logic to determine if the clock is likely to be set
to UTC or local TZ. It assumes local if another OS is detected that is
known to require local (think Windows), and assumes UTC if the new Debian
system is the only OS on the system. In some cases it will ask at default
priority.
We feel this algorithm will work for 99% of all installations (as you
really should use UTC if you only run Linux).
If you always want the question asked, install in expert mode or boot
with 'priority=medium'. Or just adjust the setting in /etc/default/rcS
after reboot.
Closing the report as I expect the installer was just working as designed
and there is no bug.
