Encrypted partitions are not further partitionable, but you can
achieve the described setup by using LVM inside the encrypted
partition -- fully supported by installer. (I have similar setup on my
laptop and everything works as expected, including swsusp.)

This is known bug #361090. For now, you can workaroud it by explicitly
selecting Czech in the GDM menu.
