You should be able to select this keymap by booting the installer in expert mode and selecting "AT keymaps" after selecting the keyboard configuration menu option. However, what really seems to be needed is a usb-mac keyboard variant that matches the modern layout. Apparently no one has ever defined one. Reassigning this report to console-data.
