I have indeed no idea about the Right Way to enable/disable the console beep. This is probably done in the user's environment...so disabling it for the created user would indeed mean that the deault environment for users should have the console beep disabled. Is this likely? I'm not completely sure but I bet that many would disagree.
It is not necessary to disable it completely. See http://www.debian-administration.org/articles/110#comment_12 for an example. It would be cool if D-I provided a way to somehow play with various beep settings and added the customized line to skel files for new users (or only for one just created user).
