For the Sarge version of the installer this was done by the package localization-config (though probably not for en_US as it was disabled for en_* locales). However, because of the integration of base-config into the 1st stage of the installation, the old localization-config is no longer usable. A rewrite has been delayed because of personal circumstances for the maintainer, but it should be available again before Etch release and the plan is to also support en_US.
