As I said before, the file seems completely superflous (after looking at
the acting_filesystem functionality in partman-target/update.d/filesystems).
I've now done a test run of a custom-built partman-lvm without that
file, both using manual partitioning and partman-auto-lvm and it seems
to confirm my conclusions that the file can be removed.
Unless someone objects soonish, I'll remove the file from the SVN repo.
