Interested people probably already read this in http://bugzilla.gnome.org/show_bug.cgi?id=334758#c27 , but anyway I'll mention that Persian looks different than Arabic although they share the same code points in Unicode. It's the same case as the Han unification of CJK. DejaVu has Arabic glyphs and lack of OpenType LOCL support will prevent Persian in DejaVu for some time, except if DejaVu developers decide to make separate DejaVu Persian font.
