One directory deeper in http://people.debian.org/~joeyh/d-i/images/2006-04-06/floppy/access/ there is a boot.img, but also the cd-drivers.img and net-drivers.img that are in the directory with root.img. Where I'm a "netbooting persoon", I had to lookup which floppies are needed.
