I don't now why you think utf-8 has to pass through bterm before being valid utf-8. The debian installer supports displaying utf-8 characters without using bterm at all in at least two other ways already; one of them is to emit raw utf-8 to a ssh client that is running in a remote utf-8 capable terminal. -- see shy jo
