Because no kernel modules are used for USB braille devices: the brltty daemon drives them itself from userspace. > - is it plugged in by the time you start brltty? No (I don't own one). But that makes me realize that by default qemu doesn't emulate a usb hub (I'm trying the installer in qemu). By adding -usb option to qemu, usbcore correctly gets autoloaded, and brltty hence can mount usbfs as expected. Sorry for the noise.
