Well, that seems logical to me, yes. And not very likely to break things, indeed. You're left with the problem of dealing with LC_PAPER which indeed is not "a4", "letter" or whatever else, but just contains the value of the locale used for paper settings (LC_PAPER=it_IT and so on...)
