partman does not need to depend on libdebian-installer4-dev

The executables inside partman can also be linked without using
libdebian-installer. So you can build this package not only for d-i,
but also for a normal system. I'm like to use parts of partman in FAI.

At present partman does not depend on libdebian-installer.  I can not
see from the changelogs when this happened but I think I can close this
bug now.
