Your log contains debconf (developer): <-- SUBST apt-setup/country countries wprowad 1/4 informacj? r?cznie, Australia, Austria, Belgia, Bia³oru¶, Brazylia... The first item is the translation of "enter information manually" but it is transcoded into ISO-8859-1, And indeed, po/pl.po sets its charset to ISO-8859-1 instead of ISO-8859-2, I do not know if setting the right charset will fix the problem, but at least log messages should be clearer.
