I've observed this problem in netinst daily of 15 October. This is a bug in pre-rc2 that _has_ been fixed in the daily builds some time ago. To make sure, I have just tested myself with the 15 October i386 Netinst CD daily build (default installation) and cannot reproduce the bug with that image: after choosing Czech or Turkish, I get the kbd-chooser list (with proper defaults selected).
