This is a known bug which shows up for all "single-country" languages, that is languages for which only one language_country combination exists. See #274330=A0: http://bugs.debian.org/274330 This bug is fixed in daily builds and will be fixed in the release. I would appreciate if you can test an Hebrew install with one of the daily builds. There may still be some display problems in 2nd stage (after the reboot), however. Lior Kapan filed a bug report about this (http://bugs.debian.org/276071).
