We only include countries in the shortlist for a language that have it as their primairy or as official language. If we would include Norway, we would probably have to include half the world for English. I have reassigned this bug to kbd-chooser with regard to the selection of the default keyboard. This is currently based on language, but I agree it should be primarily based on country. Another example: choosing Dutch/Belgium should result in a default Belgian keyboard, not in the US Amarican keyboard (which is the default for Netherlands).
