What version of the installer, downloaded from what url? I cannot reproduce this using the current daily builds of d-i. According to mount(8), XFS is one of the few filesystem to support usrquote and grpquota at all, though most of them ignore the options. And I just cannot reproduce your problem if I install with XFS with these options. -- see shy jo
