They are included in the kernel image installation package. On an installed system, in file /boot/config.<kernel-version-number>.
The ramdisk of the installer has neither of directory /boot, nor of file /proc/config.gz :o(
He meant the kernel image installation package, not the init ram disk, as that would waste space. So just, on a normal machine, apt-get install the package that provides the kernel you're interested in and grab it from /boot.
