I got the point. It is too late now to make more changes in console-cyrillic (there are few days before the freeze). I think the best solution is d-i not to use console-cyrillic when this is not appropriate. Only font setup with no-keyboard setup is not enough - if the keyboard is not qwerty then only console-data can setup it.
