I ran into the same thing while overhauling the manual yesterday.
Currently
build/{rescue-images,root-tarballs,tftp-images,driver-images,driver-tarballs}.ent
are all unused except by translations and maybe some !i386 arches. I
left them in because the installation manual is built as part of the
official d-i image build process and the only other alternative was to
kill the translation build until they update.
