There's a /var/lib/dpkg/status in the initrd that mentions
libdebconfclient0-udeb. Why isn't this good enough?

In any case, it's going to suck if we have to duplicate all
installed-in-the-initrd udebs on the CD as well. Ditching those saves
11MB from powerpc CDs, as I mentioned a while back.
