With the current device database discover1 loads usb-uhci for PCI ID 1106:3038 (your UHCI Controller) and does not load any module for 1106:3104 (your EHCI) controller. From your description it is not completely clear to me if it should load both usb-uhci and usb-ehci or only usb-ehci to make your system work.
