I've set up this web page, which collects the information about the age
of the pacage in unstable, version in unstable and testing, relevant
changelog entries, and annotations about problems, pointers to install
reports, and the like.

To add annotations, edit scripts/testing-summary/annotations in svn; the
page updates every 15 minutes.
I think we can do most of the coordination using this, though emails are
also fine.
