In debconf, if a select question is asked, but not displayed due to
frontend or priority, and it has no default value, the question's value
is arbitrarily set to the first item on the choices list. In cdebconf,
this is not done, the value remains set to nothing.

I noticed this because partman-auto asks a question about which recipe
to use, at high priority, with no default specified. Running the
installer at critical priority, this ended up selecting no recipe at
all.

I think I had some good reasons for making debconf behave as it does,
though I can't remember the details right now. It would be good if
cdebconf behaved the same as debconf in this area.
