Someone needs to make sure that /dev/rootvg/rootlv exists in the chroot. You can do this by either copying the device from the real root, or by mounting devfs.
Or may be by running 'vgscan --mknodes'
vgscan prins the error "VGDA in kernel and lvmtag are NOT consistent".
I see that now 'vgscan --mknodes' works in chroot. But d-i does not install lvm2 and does not create nodes before kernel installation.
