uhm, is this a typo? Did you mean "19", instead of "9"?

yes, this is right. pt_BR.po has 29 translated messages, but the
template in po/ has:
console-common-0.7.38/po$ msgfmt --statistics install-keymap.pot 
0 translated messages, 19 untranslated messages.

so you need to update your po-file:
~/tmp/console-common-0.7.38/po$ msgmerge -U pt_BR.po install-keymap.pot 
.. done.
~/tmp/console-common-0.7.38/po$ msgfmt --statistics pt_BR.po
0 translated messages, 19 untranslated messages.

if you don't want to do this by hand, you can use the updated files
from:
   http://people.debian.org/~seppy/d-i/2nd-stage/files/pt_BR/
