The kbd-chooser package does not use the translations of its debconf
templates when it is used for the first time after the language selection.

Whichever language is chosen, the keyboard selection template uses english.

If "Go Back" is then chosen and "Choose keyboard clayout" selected from the
main menu, then the keyboard choice is done in the chosen language.

This gives the impression that the locale is indeed fixed *after*
kbd-chooser first run.
