Parted looks only at the start of the partitions in order to detect the file systems. It doesn't check that the length of the partition is the same as the length of the file system.
This means that if I had say /dev/sda7 formatted as a swap space, then removed /dev/sda7 and created a new partition with the same start but different length, parted will still recognise this partition as a swap space and partconf will try to use it automatically as such.
