I just added support for iso-8859-7 encoding in base-config CVS (termwrap). You should then be able to test 2nd stage in Greek by changing your 1st stage locale to el_GR (in /var/log/debian-installer/questions.dat). BTW I do not remember, is el_GR.UTF-8 the locale you want by default for Hellenic users, or was it set so to work around problems with iso-8859-7?
