I think the fix for this bug is to make fontconfig and whatever else there is in the dependency chain depend on debconf-2.0, which is already provided by both debconf and cdebconf.
An alternate fix would be to not build the cdebconf .deb yet, or make it not conflict with debconf. -- see shy jo
