ISA detection is shaky. Your chance is to add DEBCONF_PRIORITY=low to the boot prompt. Then you have a chance to enter irq io and the like. However, you are then asked a lot more questions. Any chance on getting the new installer to fit > inside 24MB of RAM? The installer uses approx. 32 MB, installs with that much RAM have been reported to work. So the first answer is no. HOWEVER, there is a chance if you are able to create and activate a swap partition before the modules are downloaded, thus making more room available for the ram disk.
