This would be against the design of debian-installer. Network configuration is required to get a working system with these images (you don't have a reasonably usable system with only the base packages). Therefore I would not let the user to skip this step.
For your case I suggest to go to the console and to load the necessary drivers from a floppy disk or cdrom. Network configuration should work after that. On a full CD set network configuration would ideally not be done in debian-installer, but optionally in base-config.
