You did a make cd_image, right?
The cdrom-image.img is an iso image then. But this image will probably
be unusable because it does neither contain netcfg nor the additional
udebs that should be loaded by anna.
What you could make is "make cd_image TYPE=netboot" this image would be
usable but it will download all additional udebs (those not on the
initrd) from the archive.

No the udebs should go into build/localudebs

Sadly there is no easy way to make a bootable cd like the businesscard
or netinst images. The only thing approx. close to that is the build
system in the mrvn branch. I don't know if it's currently working. 

If someone has a better setup to build real cds, please post your
experience.
What I usually do to test a single udeb is including it in the pkg-list
for netboot and put it in localudebs and then test with a netboot image.
BTW the easiest way to test a netboot image is by adding an additional
entry to your lilo/grub/yaboot config.
