install-files looks up the host architecture with dpkg-architecture -qDEB_HOST_ARCH, reads kernel-versions and skips all other architectures, and copys kernel images for the host architecture. I cannot imagine how the above could happen unless dpkg-architecture returned i386. -- see shy jo
