There is no b44 module in the stock debian kernel. If this module exists in the 2.4.22 tree and is just not being turned on (seems to be so), could you please file a bug report on the kernel-image-2.4.22-1-386 package and ask for it to be turned on. I'll then add it to the install media.
Despite of this, I was able to get a working base system and to complete the installation (by manually configuring my network card, after rebooting with the full kernel installed).
That's strange, because I don't see the b44 in the kernel package. What kernel package do you have installed that includes that module?
The module is there. (It was introduced in the 2.4.22 kernel) /lib/modules/2.4.22-1-386/kernel/drivers/net/b44.o
