It is important to realize that the language/region choice affect both displayed translation, default keyboard, default timezone, and in Skolelinux default ispell dictionary and KDE and Gnome translations. For this reason, I believe the list of options should be as complete as possible, and not only show the languages currently available in the first stage installer.
I've tried two different sorting orders. The original one was sorted using the underlying English option, not the displayed text. This resulted in a list with no apparent sorting order. Next, I've rewritten this to sort using the translated (and displayed) text, using the C locale. I'm not sure if the C locale is the best locale to use, but it was the simplest one. I am open for suggestions for the sorting order, but I believe the order should make it easy to use the shortcuts in the newt frontend, making it possible at the moment for me to press 'v' to jump close to the Norwegian option. Perhaps it is a good idea to prefix all options with the locale name, like 'no_NO: <translated text>', but I am not sure if that is actually useful. I do not find using the translation "ranking" a very good idea.
